Zappone promotes ‘Camp Hope’ alliance & propaganda of Prop. 1

Zack Zappone Won’t Stand Up for 76% of Citizens in His District Who Voted for Safety.
On April 17, 2025 The Spokesman-Review reported, “Homeless camping ban struck down by state Supreme Court”. The case was Jewels Helping Hands and Ben Stuckart v. Brian Hansen, et al. WA Supreme Court Justice Debra Stephens, who is from Spokane dissents and writes that the Garcia/Stuckart lawsuit,
“effectively eliminated the local initiative power altogether.”
While Julie “Jewels Helping Hands” Garcia, was taking her victory lap with Spokane, WA media, Zack Zappone remained noncommittal on homeless urban camping near schools and daycare facilities that was passed by a vote of over 76% people in his district.
Zack Zappone as reported in The Spokesman-Review (see link above), stated,
Councilman Zack Zappone, asked whether he’d reinstate the provisions of Prop 1, said he would “continue to work with stakeholders and staff to figure out the best way forward.”
ZAPPONE GOT A COUNCIL HALL PASS LAST MONDAY
This is the typical two-step that we have become used to from Zack Zappone that would make Bill Clinton blush.
At the April 21, 2025 Spokane City Council meeting, councilman Michael Cathcart brought forth a proposal to Spokane City Council to honor the will of 75% of the voters of Spokane to protect children from dangerous urban homeless camping by the homeless in city parks, near daycare centers and schools. Cathcart and councilman Bingle moved quickly to honor the voters’ intent that was struck down through a lawsuit by Julie Garcia, Ben Stuckart and their Seattle lawyer.
“On Monday, the Spokane City Council voted 4-3 against reinstating Proposition 1, the city's ban on homeless camping near schools, parks, and childcare centers.
Council Member Michael Cathcart proposed a motion Monday to suspend council rules and introduce an expedited ordinance with the exact same language as Proposition 1 into city code. Council members Jonathan Bingle and Zack Zappone voted in favor of that motion. “
While Zappone, in an apparent reelection effort, joined conservative council members Cathcart and Bingle in calling to bring the voter-affirming measure forward, Zappone knew that he would not have to take an actual vote because his progressive majority allies would not allow the actual vote to happen. To be clear, Zappone did not vote to reinstate popular Proposition 1. He only voted to move a discussion forward.
See April 21st, 2025 Spokane City Council Agenda Review Meeting (beginning at minute 20:30). Notice that Council President Wilkerson and Council Members Bingle, Cathcart, Dillon and Klitzke all engaged in discussion on moving Proposition 1 through the process of an actual vote. Council Members Zappone and Navarette had nothing to say.
As of this morning in a re-elect Zappone puff piece, The Spokesman-Review is reporting that,
“He [Zappone] was the only left-leaning council member to join Bingle and fellow conservative Councilman Michael Cathcart in supporting the reinstatement of Proposition 1, the voter-approved ban on homeless encampments near schools, parks and day cares that was recently struck down by the state Supreme Court on technical grounds.”
This reporting is inaccurate. Zappone did not vote to reinstate Prop. 1. He only voted to allow the process of doing so to begin.
This is critical in understanding how Zappone works. He can tell allies like Julie Garcia and Ben Stuckart that he never voted to reinstate Prop. 1, while publicly appearing, see the Spokesman reporting above, that he is in favor of the popular Prop. 1.
Confusing? That’s the Zappone plan. One is reminded of,

“Being an advocate or activist really pushing for a position, I think that’s an important role, but I’m much more pragmatic than purist in my approach.” - Zack Zappone

Julie Garcia thanks God?
Julie “Jewels” Garcia, the creator of Camp Hope that was described in Spokane news outlet as “‘Like Lord of the Flies on drugs’: A look inside violent Camp Hope,” boasted on on her Facebook page,
As for your statement “living in a democracy …”
Julie - the people spoke. In fact 75% of the people Spokane want exactly the opposite of what you, Julie Garcia and Ben Stuckart want.
It’s easy to be “benevolent” in victory Julie.
In your “millions” of contemplations of your version of “humanity’s goal” do you recognize and realize that you said in Nov. 10, 2023 Spokesman-Review, “Garcia said she believes voters misunderstood the new law and its impacts if it were enforced.
Garcia stated,
“The unintentional consequence will be Camp Hope encampments on the few areas where they can camp on,”
Garcia said of the former Spokane homeless encampment, which was at one time reported as the largest in Washington.
Again, Julie Garcia threatened that if Spokane’s 75% passed vote of the People wasn’t overturned there,
“will be Camp Hope encampments on the few areas where they can camp” - Julie Garcia
Spokane Council Member Jonathan Bingle posted, just a day after the WA Supreme Court decision that urban homeless campers had already shown up in City parks in his district. See below. It appears that Julie “Camp Hope” Garcia’s premonitions have come true as promised.
Bingle posted on social media …
“Prop 1 was about protecting kids. KIDS.
It wasn’t radical. It wasn’t extreme. It was common sense—and it passed with overwhelming public support.
Today, a handful of activist judges decided they know better than the people of Spokane. They overturned Prop 1 and stripped away the safeguards we put in place to keep our parks, schools, and daycares safe from the dangers of illegal encampments.
This wasn’t just a bad ruling.
It was a bad day for Spokane.
Our kids deserve better. And this fight isn’t over.”
