“City Council Employee 1” is confirmed to be Betsy Wilkerson legislative aide Mark Carlos.

As posted earlier today at On the Ball 509, the Spokane Police Ombudsman’s December 12, 2022 report disclosed that a Spokane City Council employee was reported by another employee to be involved in highly inappropriate activities. The report reveals on page 31,
“When City Council Employee 4 was asked if they were aware of any “leaked” privileged or confidential information they indicated an issue with an employee within City Council, City Council Employee 1. It was alleged that City Council Employee 1 took a report provided by the Legal Department that was meant for the eyes of the named recipients only, of which they were not one. They took the report to an outside copying service, scanned the document, sent it to themselves, then removed any watermark or heat stamps through a mobile application. It became clear that what one might consider confidential leaks in City government greatly varied. A lot of City Employees take steps to give out information that is not theirs to give out.”
Now that Mark Carlos is confirmed as “City Council Employee 1” after several months of inquiries by the press and citizens, many questions can proceed including the verification or denial and vindication of allegations against Mark Carlos including,
Did Mark Carlos surreptitiously obtain the report?
Did Carlos manipulate a privileged government document?
Did Carlos “leak” the document to the press?
Many more questions will undoubtedly be raised as this story unfolds. While it is confirmed that Mark Carlos is “City Council Employee 1,” it remains to be proven that they are guilty of wrongdoing. Let’s withhold judgement for now.
